What is a DNS Black Hole / List ? How to get off the list if put on it?

I’m trying to register for a forum and it is preventing me from doing so, citing that I am on such a list. But I have done no spamming / mass emailing of any kind, so I don’t know why I would be on the list. How do I remove myself so I can participate in said forum?
